Sir,
With references to your letter telegram dated 4th instant offering to form a local corps... I am commanded by the Army Council to express their sincere thanks for your generous and patriotic offer. The Army Council are, however, of opinion that all the energies of the Country should at present be directed to the raising of the new army of 100,000 men, and they regret that until this has been accomplished they are unable to avail themselves of the service you offer.
