My dear Sir

Many thanks for your kindness in sending me the excellent pamphlet. I am an ardent Federatonist — indeed I dedicated my 'White Company' & the movement. On the other hand I recognise that it must be one of slow organic growth and not that the Empire is too big a thing to cut and trim into a pattern like a Dutchman's hedge. The federalising of the United Kingdom and a Commercial Union seem to me to be the two first steps in the right direction while the cheap aim of our foreign policy should be to cultivate the good will of America in the hope that time & good will may bridge over the great Celt Saxon schism.

With Shelley I fear I have little sympathy.
