Dear Sir Arthur Conan Doyle,

There are difficulties about any general raising of the age of the Territorials and I am not sure that it would much help. In the case of the Special Reserve, who stand on rather a different footing, for reasons which have been laid down by the General Staff we have raised the age a little.
