June 8th 1910.

My dear Sir Arthur:

I will read the pamphlet of course. From the report of our Consul-General Smith, I suppose I already know something of what it contains. But, my dear Sir Arthur, as yet I don't see how I can act, and I was bred on the plains to conduct myself in accordance with the cow-puncher's maxim: "Never draw unless you intend to shoot." Please treat this as private and confidential.
