It was written eighteen months before the declaration of war, and contains an extraordinarily accurate prophecy of the result of an unrestricted use of the submarine. That nobody believed in it when it was written only goes once more to prove that the prophet — especially if he be a prophet of the disagreeable and uncomfortable — is merely looked upon as a tiresome scaremonger in his own country.
