Sir, — I do not think that your correspondent&amp;#039;s report of what the man in the street in Belgium thinks about the Congo atrocities can fairly be weighed against the official papers upon the subject.&lt;br /&gt;
&lt;br /&gt;
As to prison reform. I am heartily at one with your correspondent. But is that aspiration incompatible with the fulfilment of our treaty obligations to these natives?&lt;br /&gt;
