Sir, — I do not think that your correspondent's report of what the man in the street in Belgium thinks about the Congo atrocities can fairly be weighed against the official papers upon the subject.<br />
<br />
As to prison reform. I am heartily at one with your correspondent. But is that aspiration incompatible with the fulfilment of our treaty obligations to these natives?<br />
