Sir, — Boats are not carried in men-of-war going into action for fear of fire. The result is that in case of disaster the crew has no means of escape. It is sad to read of them throwing floating objects over in the hope of keeping up till they are rescued. Is it really impossible to devise something — if it were only an inflatable rubber belt which they could always wear — that they may have a chance in the water? Now that their consorts are forbidden to stand by, the question becomes an even more pressing one.<br />
