Sir, — You kindly opened your columns to a debate between Lord Hugh Cecil and myself upon this subject. It is worth noting the sequel. The question was to have come before the House upon Wednesday, but Lord Hugh, despairing apparently of argument, managed to burke the discussion by some Parliamentary trick, which claimed preference for a bogus Bill. This is no doubt a clever device, but it is worth considering what price the Unionist Party pays for Lord Hugh&amp;#039;s ingenuity, when one remembers how many voters there are to whom this is a very vital matter, who will bitterly resent its being shelved in so shabby a manner.&lt;br /&gt;
