TO THE EDITOR OF THE TIMES. &lt;br /&gt;

Sir, — Von Kühlmann has thrown out suggestions as to a peace conference. This is of course, entirely out of the question in the present indeterminate state of the war. None the less, does it not give an opening for an official statement from our Government, which could formally say that no discussion is possible between the nations (even if the larger matters could be settled) until the crimes inflicted upon our prisoners, and upon our wounded deliberately bombed in hospitals, had been admitted and expiated ? This would bring the question strongly to the front, and possibly improve matters in the future, even if we got no satisfaction for the past. I really think that the greater part of the German nation have no notion of our feelings upon this subject.&lt;br /&gt;
