Reichstag Is Told That Only He Foresaw Present Conditions.

Special Cable to The New York Times.

The German Secretary of the Navy, Admiral Capelle, said that the German Admiral Galster, usually quoted as the inventor of submarine war, never even mentioned it. The only prophet of the present economic war was the novelist Conan Doyle, he declared.
