To the Editor of the "Express."

Sir, — If Mr. Wall has read Lord Cromer's speech he would see statistics as to the difference of plague effects among the inoculated and the normal population in a district of India.

How, then, can he say that Lord Cromer indulges in mere assertion? Such a statement is characteristic of the anti-human campaign with which Mr. Wall is associated.
