- Charles Gorot was one of Percy Phelps's colleagues, a young clerk, at the Foreign Office (NAVA 468).
- He was working late in the same office the night the treaty was stolen (NAVA 120), and because of his French-sounding name and the fact that he stayed behind, the police briefly suspected him (NAVA 300).
