In the Sherlock Holmes stories

Colonel Valentine Walter was Sir James Walter's younger brother (BRUC 201).

He was the thief. Though he didn't killed Cadogan West, he took impressions of the keys, conspired via agony-column ads, stole the plans, brought them to Hugo Oberstein, participated in the cover-up by loading West's body onto a carriage roof, and attempted to profit (BRUC 823)

He died in prison towards the end of the second year of his sentence (BRUC 903).
